123. What is the checklist of documents required for lithium battery exports?

Update Time:2026/10/30
1. UN38.3 test report (UN transport safety testing, mandatory)

2. MSDS (Material Safety Data Sheet, 16 sections)

3. Sea/air transport appraisal report (depending on the mode of transport)

4. Dangerous goods packaging certificate (packaging use appraisal certificate for dangerous goods)
Exemption: consignments meeting IMDG / IATA Special Provision 188 are exempt from the packaging certificate, but the outer packaging must bear the dedicated lithium battery mark. Batteries pre-installed in complete equipment are generally exempt from the packaging certificate (the case of machinery supplied with its onboard battery).

5. Basic declaration documents: contract, invoice, packing list, customs brokerage authorisation

6. Dual-use item licence (for lithium-ion cells / battery packs with an energy density of 300 Wh/kg or above, a dual-use item export licence must be applied for in advance)
