21. What is the complete procedure for applying for a used-car export license?
The overall process is simple and clear, in four steps:
1) Preliminary consultation: consult the local customs or commerce authority for the latest application requirements, details and notes;
2) Online application: log in to the Ministry of Commerce official website, fill in the required information and upload the complete set of application materials;
3) Online review: wait for departmental review, with progress queryable online throughout;
4) Offline issuance: after online review passes, bring all original paper materials for on-site verification, and collect the license once verification passes. Note: the vehicle must be compliant and lawful. A dedicated compliance declaration must be submitted to confirm the vehicle is not stolen or illegally assembled, is lawfully sourced and has complete procedures; non-compliant vehicles cannot pass review and must not be declared.
