19. What core materials are required to apply for a used-car export license?

A complete set of compliant materials must be prepared in advance — none can be missing, including: proof of lawful source of the vehicle such as the vehicle ownership certificate and purchase invoice; a formal vehicle inspection report; an export contract clearly stating vehicle model, export quantity and destination; actual photos of the vehicle exterior and interior; and a compliance declaration that the vehicle is not stolen, not illegally assembled and lawfully sourced.
